I need help with my rooftop while working with existing furniture

It's empty :)!

I live in Seattle which is well known for our frequent rain and our stairs are not covered. While this provides great open view and space, it will make it more inconvenient to use the space when it rains.

It's close to our neighbor's rooftop (the side opposite of the stairs). Would like more privacy.

Initially, what I would have really loved to have was a small 3 or 4 season sun room. After doing some research, it seemed like that would be much more costly. So I am going to hold on to that dream for now and have settled with the hardtop gazebo + vinyl curtain. I have not purchased the curtain yet, and I have not put together the gazebo yet either. If you have any suggestions for this, that would be helpful!

1) Time is important. Seattle is known for its gloomy and rainy weather. Every nice day out during summer is precious! :) I would love to get this project done as soon as possible, so we can have a house warming party and hang out with our friends over the summer!

2) Weather proof! As mentioned above, Seattle rains often. It's not storm-like rain, more like sprinkle. Whatever furniture we put here should be picked with longevity with rain in mind.

3) Nothing can be drilled through the roof. We have TPO roof to keep it waterproof, and we have dark grey (almost black) interlocking drainage tiles. We can drill through the fences.

4) Privacy! In the floor plan image, the area marked with blue pen faces our neighbor close by. Will need privacy.

5) In the floor plan image, the area marked with grey rectangle is where I plan on putting the gazebo. This could move if there's a better spacing suggestion! I also plan on getting transparent vinyl curtain for the gazebo, so it can be used in rain or in colder weather with a heater.

6) Place for a fun hangout with friends. This space is currently blank space in my head. It's pretty big that I don't know how to make it not bare. I want it to feel inviting and cozy. We like grilling and drinking, watching sunset over the mountains.

7) I would like to incorporate some plants (faux preferred... haha I am not good at managing plants and I also want them to look pretty during fall and winter as well).

8) I don't really plan on changing the floor material as my research has shown me that doing any flooring work will cost at least 10K and also more time. I may consider this in the future, but for now, our priority is to get this space done as fast as I can, and I would like to work with what we have. (Unless you have a great easy DIY suggestion!)

9) I really have not much idea or even inspiration on what this could look like currently. Let your creativity shine! I am also currently working on our living/dining space via decorilla. I will update the progress of what the living room looks like here if that's helpful. My fiance and I have tech jobs, and have creative hobbies like music production and painting. I love creative / outside box / unique ideas.
